Alicia Olvera Garcia
Alicia Olvera Garcia, born in Austin in 1934 and a graduate of local schools, is celebrated most for her tireless, successful crusade to contain Boggy Creek. The creek often flooded much of the Govalle Neighborhood for decades. At Santa Julia Catholic Church, located in the neighborhood, the education wing was built on concrete stilts because the creek flooded so often and so significantly. Neighborhood residents recall being picked up in a rowboat by a neighbor and taken to higher ground when major flooding occurred. The parish priest Father Joe Znotas had asked her, then the head of the neighborhood association, to take up the challenge of controlling the creek, which she did. Garcia was named an honorary member of the U.S. Army Corps of Engineers for her work on Boggy Creek. This was not Garcia’s only contribution to Hispanic East Austin. She is also known for serving as Project Manager of Brooke Community School for nine years. In addition, she was made a lifelong member of HEB in 1987 due to her work with them to support community events. She moved to San Antonio to spend her final days with her daughter, where she passed away in 2022.
